Balinese company seeks to fight plastic pollution through a sustainable alternative. Cassava-based product can be drunk by humans, emerging field of bioplastics is growing rapidly.

(CNN)The island of Bali is a jewel of the Indonesian archipelago, a tourist magnet known for idyllic beaches and lush forests.

But the curse of plastic pollution threatens to make this a paradise lost, disfigured by trash-strewn shores and sprawling landfill sites.
Only China dumps more plastic in the ocean than Indonesia, and much of it washes up in Bali.
The crisis inspired local surfer and entrepreneur Kevin Kumala to find a novel solution.
"I was with a friend sitting outside a bar and we were seeing hundreds of motorcyclists wearing vinyl ponchos," he recalls. "It clicked that these disgusting, toxic ponchos would be used a few times and then discarded, but they would not decompose."
The biology graduate resolved to create a better plastic, that would leave no trace.



Laying roots

Salvation took the shape of cassava, a cheap and common root vegetable across Indonesia.
Kumala and his school friend partner studied the emerging field of bioplastics, and took inspiration from new materials based on corn and soy starch. They devised their own recipe using cassava starch, vegetable oil, and organic resins.

The resulting "100% bio-based" material was biodegradable and compostable, breaking down over a period of months on land or at sea, or instantly in hot water. Kumala claims the bioplastic leaves no trace of toxic residue, a point he demonstrates by dissolving and drinking it.
"I wanted to show this bioplastic would be so harmless to sea animals that a human could drink it," he says. "I wasn't nervous because it passed an oral toxicity test."
The entrepreneur launched a company in 2014 selling cassava-plastic ponchos. Today, Avani Eco produces four tons of material a day that is used for products including plastic bags, food packaging, and covers for hospital beds.
Avani's factory has the capacity to produce five times as much plastic, and the founders hope to push it to the limit.

Turning the tide

Establishing the cassava material as a competitor to traditional plastic has been an uphill struggle.
Few reliable investors have been prepared to back the venture -- although Avani recently secured funding from a private equity group for the first time.
"We want to do this on a bigger scale but it depends who gets on the bus," says Kumala.
Beyond funding, another challenge has been selling the products to businesses despite the "green premium" that makes them more expensive than conventional plastic. Kumala estimates that Avani plastic bags are around twice the price, although some products such as ponchos can be cheaper than vinyl rivals.

But the company is well-placed to benefit from a movement for change in Bali. Campaigns such as "Bye Bye Plastic Bags," led by two charismatic teenage girls from the island, have raised awareness of plastic pollution and compelled the government to take action -- recently committing to ban plastic bags by 2018.
"The government is supporting us and we are working with them to create a roadmap to be plastic-free by 2018," says Kumala. "On an island like Bali it is becoming inevitable that they have to execute right away."

Plastic prospects

Avani exemplifies the dynamism of the bioplastics industry, according to Patrick Krieger, assistant director of the Plastics Industry Association.
"One of the great things about bioplastics right now is there are always new feedstocks being explored, and what (Avani) is doing with cassava is a great innovation," he says.



Algae and shrimp shells are just two of the many emerging feedstocks, and the bioplastics industry is projected to expand rapidly.
Krieger believes much of this growth will come through replacing conventional plastic products associated with pollution, such as bags and food packaging. He adds that government preferential purchasing schemes in favor of bioplastics can help to overcome the "green premium" as a barrier to growth.

But the United Nations Environment Programme (UNEP) has been sceptical of bioplastics, noting that some purportedly "biodegradable" plastics do not break down completely and leave toxic residue.

"There are no golden bullets," says Heidi Savelli, who leads a UNEP programme on marine litter. "Innovation is necessary and we should definitely work on it, but it shouldn't make us lazy. The most urgent challenge is to improve our management of plastic."
Kumala disagrees, believing that a new paradigm is necessary to halt the runaway train of plastic pollution, one that takes the emphasis away from consumers and offers a ready-made solution.

"The notion of reduce, re-use, recycle has always been preached, but it is crucial to complement this with the notion of 'replace,'" he says. "We are not antagonistic to reduce, re-use, recycle but it needs a mental revolution to carry out. We believe governments need to support the idea of replacing plastic."

A stuntwoman who died on the set of Deadpool 2 in a motorbike scene that went wrong has been named as Joi 'SJ' Harris.

Harris, who was believed to be the stunt double for actress Zazie Beetz who plays Domino in the film, was a professional road racer born in Brooklyn, New York.

According to her website, she was the first licensed black woman "in U.S. history to actively compete in AMA (American Motorcyclist Association) sanctioned motorcycle road racing events.”

Deadpool 2 is believed to be her first film as a stunt driver, reports TMZ.

Just days ago she shared a series of scenic photos on Facebook that were taken in Vancouver.

"Just taking in the sites," she wrote.

Harris had successfully completed the stunt four times in the Canadian city's Jack Poole Plaza, before disaster stuck on the fifth attempt.

EYEWITNESS DESCRIBES DEADPOOL STUNT INCIDENT



Local media said Harris appeared to lose control of the motorbike, which drove off the set and through the window of a building across the street.

It was reported that the "the throttle somehow engaged" and the rider lost control while 'stood' on the motorbike.

The incident is said to have occurred about 8.20am local time (4.20pm UK time) on Monday.

Police and ambulance rushed to the scene and the rider was put in an Advanced Life Support ambulance.

However, the vehicle remained at the scene for 45 minutes - and eventually left for the hospital without lights and sirens.

"Heartbroken, shocked and devastated": Ryan Reynolds says "heart pours out" to family of stuntwoman killed on Deadpool film set
Deadpool star Ryan Reynolds later took to social media to pay tribute to Harris, saying the cast and crew were "heartbroken, shocked and devastated... but recognise nothing can come close to the grief and inexplicable pain her family and loved ones must feel in this moment."

He continued: "My heart pours out to them along with each and every person she touched in this world.''

A spokesman for 20th Century Fox commented, "We are deeply saddened by the accident that occurred on the set of Deadpool 2 this morning. Our hearts and prayers are with the family, friends and colleagues of our crew member during this difficult time."

The Deadpool 2 death came one month after a stuntman died on the Atlanta, Georgia set of AMC horror TV series The Walking Dead.

John Bernecker, 33, died after hitting his head during a stunt where he fell from a height of 20 feet to a concrete floor.

Separately, Tom Cruise, known for doing most of his own stunts, appeared to have been injured on the London set of his upcoming spy action movie Mission: Impossible 6.

Video emerged on Monday on celebrity news website TMZ showing Cruise, 55, trying to jump onto the roof of a high-rise building and landing hard against its wall.

Moments later Cruise, who was attached to a harness, limped off the set Representatives for Cruise and movie studio Paramount Pictures did not respond to queries about the incident or the nature of the actor's injury.

Disturbing images from dash cam footage shows cops strip a college student nude and publicly rape her on the roadside in search of a plant.

Houston, TX — On Friday, TFTP reported that the officers responsible for the public rape of an innocent woman on the side of the road would not be charged. After hearing the news, the attorney for Charnesia Corley announced that they had dash cam video of this sexual assault and they promised to release it.

“Once the community sees this video, they’re going to be outraged, disgusted with what they see and the District Attorney’s Office stuck themselves right in the middle of this case,” Sam Cammack, Corley’s attorney said. Cammack was correct — the video is horrifying and serves as a testament to the immoral and tyrannical devastation the war on drugs leaves in its path.

“A 21-year-old African-American, female, college student, had never had any criminal history never been in trouble,” said Cammack. However, these officers couldn’t have cared less about Corley’s innocence.

As TFTP reported at the time, Corley was on her way to the store to get medicine for her sick mother in June of 2015 when she was detained by police for allegedly running a stop sign. Within minutes, this routine traffic stop turned into a waking nightmare as cops publicly raped her in search of a plant.

The incident was so horrific that the cops involved in the public rape were actually charged with official oppression. However, like most cops who get charged with a crime, this month, those charges were dropped.

As ABC 13 reports, a Harris County grand jury cleared William Strong and Ronaldine Pierre of official oppression last week. It was the second time the case against them had been presented. The first time, under the previous DA administration, a grand jury indicted the officers and former Sheriff Ron Hickman was furious.

Last week, as ABC 13 notes, the District Attorney’s Office took the cases to a second grand jury, who dismissed the charges. Court documents note the reason as “grand jury action.”

“They were already indicted and set for trial under the old administration and the new administration no bills them, finds a grand jury that will no bill them and they claim it’s based on new evidence,” Cammack said.

However, that ‘new evidence’ is nothing more than medical records the state always had, according to Cammack.

Both of the rapist deputies have kept their jobs in spite of the now dropped charges. Since they publicly raped Corley on the side of the road 2015, they’ve been collecting their paychecks.

As TFTP reported at the time, according to the Harris County Sheriff’s Department, Strong, the deputy who pulled Corley over asked her to step out of the vehicle after “smelling what he believed to be marijuana.”

“One of the officers on the tape, he was talking to a passenger who was already in custody in the officer’s car and you could hear him telling that individual ‘Oh we are going to find something, even if we have to put our hands on her’,” said Cammack.

“They then took Miss Corley and placed both ankles behind her ears spread eagle position and started to search for something in Miss Corley’s cavity in her vaginal area,” said Cammack.

The horrifying images show cops strip Corley nude on the side of the road and publicly rape her for over ten minutes — in search of a non-existent plant.

Corley maintains that at no time did she ever consent to be raped by deputies.

“I felt like they sexually assaulted me. I really do. I felt disgusted, downgraded and humiliated,” Corley said.

According to Harris County Sheriff’s spokesperson, however, this stop was justified and the department did everything by the book. Also, the county prosecutor says nothing illegal happened either.

“No one in this office stands by the search the way it was conducted. No one condones that. No one thinks it’s appropriate. It should not have happened.

“However bad decisions, bad judgment may not rise the level of a criminal offense,” Harris County prosecutor Natasha Sinclair.

When viewing the horrific images below, ask yourself what society would think about people — if they didn’t wear a uniform and a badge — who did this to a woman. Would anyone in their right mind claim that nothing criminal happened if the perpetrators weren’t cops?

Introduction: How to EASILY Identify Rocks and Minerals

Have you ever found a rock and wondered what it was? Or maybe you have an old collection but can't remember what hidden treasures you actually have? Well, you're in luck. By doing a few simple tests you can discover how valuable those useless chunks of rock really are!

Step 1: Gathering Your Materials

This process can be as simple or complex as you want to make it. The bare minimum things you'll need for this project are a mineral specimen and your eye!

However, these are the supplies and materials we'll need to collect the needed data in this instructable:

  • Mineral/Rock Specimen
  • A penny
  • Steel Blade
  • Streak Plate OR Unglazed Tile
  • Scale
  • Water
  • Graduated Cylinder
  • Old toothbrush
  • Paper
  • Pencil

Step 2: Creating a Data Table

How to Identify Rocks and Minerals with simple tools

Using the pencil and paper, create a table similar to the one above.

The table should have spaces for:

  • Specimen Name
  • Color
  • Hardness
  • Streak
  • Luster
  • Specific Gravity

The first thing I like to do is give my specimen a fun name. You can make it as fun as you want, or simply call it specimen #1. I like to give it a name I'll be able to identify it with in case I have to stop and come back to the tests.

Once you have your data table made, you're almost ready to start collecting data!

Step 3: Cleaning Your Specimen

This is the most important step. By using a simple toothbrush and water, you should be able to clean any dirt and debris off of the specimen. Dirt and debris can make your specimen an entirely different color, shape, and shine. It's very important that your rock or mineral is clean before you begin any tests.

As easy as it sounds, this part can be tricky. Some minerals, like beryl, come in red, pink, yellow, and green. Some minerals, like bismuth and fluorite, can have a multitude of colors! Record all colors you see on the specimen in the data table.

Step 5: Identifying Luster

Luster is essentially how light reflects off of your specimen. There are several different types of luster, and this website does a great job of explaining them. In the photo above, from left to right, the specimens' lusters can be described as:

  • Greasy
  • Silky
  • Dull
  • Glassy
  • Metallic

Record the luster and you're ready to move on to the next step!

Step 6: Measuring Hardness

As hard as it sounds (bad pun, I know) this step is quite easy.

First, take your specimen and gently scrape your fingernail with it.(NEVER scrape your specimen, this can cause damage to it. Always be sure the mineral is doing the scraping.)

If your mineral scrapes your fingernail, continue to scrape a copper penny. If your mineral does NOT scrape your fingernail, record the hardness as less than 2.5.

If your mineral scrapes the copper penny, continue to scrape a steel blade. If your mineral does NOT scrape the penny, record the hardness as 2.5 <specimen< 3.

If your mineral scrapes the steel blade, record your hardness as more than 5.5. If your mineral does NOT scrape the blade, record the hardness as 3 <specimen<5.5

This is the simplest way to perform this test. It gives you a nice range of hardness which will eliminate many potential minerals.

Step 7: Identifying Streak Color

The Streak Color is the color of the mineral in powdered form. The color of the mineral powder is not always the color of the mineral itself. By using either a streak plate, or an unglazed tile, you can find your specimen's streak color.

Gently drag the mineral along the plate or tile as seen in photo one. This will leave a streak as seen in photo two. Depending on your specimen, it might be harder than the plate and not leave a streak. Or your mineral could leave a white streak. Make sure you carefully examine anything left behind on the streak plate.

Record your data and move on to the next step!

Step 8: Finding the Specific Gravity

Specific Gravity is just a fancy word that means density. This step will knock out lots of potential minerals your specimen could be.

First you'll need to weigh your specimen.

Next, find the volume. To find the volume, fill the graduated cylinder up with water. On scratch paper, record how much water is in the cylinder. Then gently place your rock into the cylinder. Now record how much "stuff" is in the cylinder. Take the larger amount and subtract the smaller amount from it. This will give you the volume of your specimen.

Finally, using the formula in photo two, calculate the specific gravity.

Step 9: Take Any Additional Notes

Does your specimen have a funny smell? Although I don't recommend eating any rocks, does it have a salty taste? Is your specimen magnetic? Do you feel a sudden rush of adrenaline and the urge to fly when you touch your rock? Some minerals have certain properties that other minerals don't have. Record any other notes you have in the last row of your table.

Step 10: Identify Your Mineral

Finally! After all these tests you're ready to identify your specimen.

This website allows you to filter minerals based on your findings. You can always of course simply google based on your findings.

(Example: "Minerals with specific gravity of 2.7")

63 percent of Rwandans live in extreme poverty

Zimbabwe was a happy place in April 1980 when Robert Mugabe was elected as Prime Minister and it became independent from British colonial leadership and white minority rule. But it all went awry in 1987 when parliament amended the constitution to allow presidents run for unlimited terms. Thirty years and a series of hyperinflations later, Mugabe is a dictator and Zimbabwe is a failing state. Paul Kagame’s re-election as third term president of Rwanda is reminiscent of Mugabe’s rise and eventual failure.

On Saturday, August 5, Kagame emerged victorious in the Rwandan presidential election, winning about 98 percent of the votes. By conventional indicators, the election was free, fair and up to international standards. The re-elected president is highly revered as Rwanda’s saviour from the 1994 genocide as a rebel leader and breaker of economic distress as president. But like Mugabe in 1987, Kagame’s victory is a direct consequence of manipulating presidential term limits. He initiated a constitutional amendment in 2015, potentially allowing him to rule until 2037.

The vindication is that the elimination of term-limits happened in the confines of the law. But so did Hitler when he persuaded the Reichstag to pass the Enabling Act that helped the Nazis seize power and Mussolini when he used the Acerbo Law to propel the rise of fascism. While Kagame’s achievements abound– from significant economic and infrastructural growth to decreased child mortality rate, there are many who believe him to be a brutal dictator. From accusations of stifling press freedom, killing journalists, suppressing the opposition to allegedly assassinating dissidents, Kagame has all the makings of an African dictator. The power to run for even more elections intensifies this.

One of Kagame’s political opponents, Victoria Ingabare, has remained unfairly imprisoned for belittling the Rwandan Genocide and threatening state security. Another, Diane Rwigara, was suspiciously disqualified from running for office. Speaking to the UK’s Guardian, she described Rwanda as a nation with perfect teeth and hair but with a dark and dirty inside. In a country with a leader who constantly suppresses dissenting voices, a “free and fair” election is not entirely possible. The western media have also signalled the dictatorship alarm. The Economist put out a video expressing their scepticism of Kagame’s rule and its potential longevity. And while their often times shallow-cited and hypocritical criticism of Africa can be exhausting, they are not exactly wrong. Libya deteriorated after Muammar Gaddafi’s death. But he was a serial human rights abuser and an alleged sponsor of global terrorism.

Besides, is Rwanda really developing? Perhaps in comparison to its 1994 position. But in the grand scheme, it remains economically weak. 63 percent of Rwandans live in extreme poverty and 30-40 percent of the annual budget comes from the foreign aid. The World Happiness Report ranks Rwanda in the bottom five of its happiness index. There are also claims, which the government has denied, of figure manipulation to make it look like poverty rates have reduced.

Yet, Kagame seemingly has the people on his side. Mugabe was also popular, but his want for eternal political power ultimately caused grave economic consequences that Zimbabwe has yet to recover from. Besides, supposed economic upturn does not justify Kagame’s years of alleged human rights abuse. Maybe he is truly the man of the people. Perhaps, he is the one best equipped to usher Rwanda into developed nation status. But no modern national-transformation, based on force and opponent-suppression has survived posterity. Ask Hitler, ask Mussolini, ask Mugabe. If history has taught anything, it is that “popular” does not always last. It is not always good.

Justin Bieber told the congregation at a Bible class in L.A. that the music industry is controlled by the worst kind of people - pedophiles.

Justin Bieber told hundreds of people at a Bible study class in Los Angeles that he has “woken up” to the “evils of the music industry” and he needs to take a break from the industry because it is “controlled by the absolute worst kind of people – pedophiles.”

Bieber has become a regular at the Bible study class held at the Montage in Beverly Hills and on Saturday 22nd July he shared what he described as a “horrific story” with the congregation and explained why he felt he had to quit his world tour.

Describing a party on tour – attended by the upper echelon of the music business, including executive VPs of development, producers, power agents and international financiers – Bieber said he was encouraged to sexually abuse a young child who had been bought to the party for the sexual gratification of the industry elite.

“I didn’t want to do this. I really didn’t. They said this kid was drugged, it was horrible,” Bieber said, explaining that it was made clear to him that he would gain entry to the “business side of the industry” if he “joined the club” by passing the initiation rites.

“I wouldn’t just be a performer, I’d be a mogul. That path would open up for me, like it did for Jay-Z.”

“It’s the difference between being a millionaire and being a billionaire.”

But Bieber told the congregation that he couldn’t do it.

“To join the club I’d have to do bad things to this poor kid. But then I realized that even that wasn’t enough for them. I’d also have to kill this little child.”

Bieber said he had heard rumors about this type of initiation in the music industry, but he had not been confronted with it before.

R. Kelly’s message to his fans about a report that he is allegedly holding women in a “sex cult” is: “It’s a bunch of crap” — but he has hired a crisis team to fight the claims, which, sources tell Page Six, have some truth to them.

Kelly was responding to multiple families’ claims that he is housing their daughters in Chicago and Atlanta, where he brainwashes them and “records” them in sexual encounters.

His ticket sales have suffered since the families came out to BuzzFeed with the allegations. Concert dates in Dallas, New Orleans and Baton Rouge, La., were canceled due to low ticket sales — as fallout from the controversy.

A source told Page Six, “The promoter sent an e-mail to R. Kelly’s team and told them they were set to lose $400,000 if sales didn’t pick up fast. They canceled.”

His booking agency, Monterey International, plans to cut ties with him this week, according to sources. A spokesman from the agency said, “No comment,” when we reached out on Monday.

“Despite all of the crap y’all hearing, I will be coming to the East Coast to do my show, and believe me, y’all, it’s a bunch of crap,” Kelly said in a video.

We’re told the R&B crooner and his publicist Trevian Kutti, who is also Regina King’s stylist, are plotting to undermine the families’ accusations that he’s holding their girls hostage.

One of the alleged captives, Jocelyn Savage, told TMZ that she’s happy living with Kelly, and slammed her father’s allegations.

After the video emerged, a source said, “They’re working on a plan to portray Jocelyn’s father as having . . . encouraged the relationship with R. Kelly. They want to make it look like Kelly rescued her from her father.”

Meanwhile, Kelly retained Bill Cosby’s former lawyer Monique Pressley to manage the crisis, and is paying her $50,000 for 30 days. “She signed on to do damage control,” the source said.

Kutti told us in a statement, “Mr. Robert Kelly is both alarmed and disturbed by the recent revelations attributed to him. Mr. Kelly unequivocally denies such accusations and will work diligently and forcibly to pursue his accusers and clear his name.”

Aaliyah’s family learned about the marriage and split the couple up, according to WBEZ. The marriage was annulled in October 1994.

In 1997, Aaliyah sought to have the marriage records expunged, the Sun-Times reported. She died in an August 2001 plane crash at age 21.

In a GQ interview published in 2016, the topic of the reported marriage came up. Kelly responded that “because of Aaliyah’s passing, as I’ve always said, out of respect for her mother who’s sick and her father who’s passed, I will never have that conversation with anyone.”

Tiffany Hawkins sues R. Kelly for $10 million on Christmas Eve, December 1996

Hawkins alleged that she had a sexual relationship with Kelly which started when she was 15 years old in 1991 and stopped in 1994, according to the Sun-Times. Hawkins also claimed that Kelly “encouraged her to participate in group sex with him and other underage girls,” the report said.

Kelly reportedly settled with Hawkins for $250,000 in 1998. Kelly’s attorney Gerry Margolis told the Sun-Times that “the settlement is confidential, I have nothing else to say about that case now or ever.”

Tracy Sampson sues Kelly for $50,000, August 2001

Sampson alleged she and Kelly had a sexual relationship from 2000 to 2001 and that he knew she was 17, according to MTV. Kelly said that he didn’t have sex with Sampson, the Sun-Times reported, and he settled with her for an undisclosed amount in April 2002.

A video which purportedly depicted Kelly and an underage girl engaging in graphic sex acts was mailed to the Sun-Times, the newspaper said in a February 2002 article, which said that police were investigating.
“Any tape you have is a fake, and we find the timing of these events to be extremely suspicious,” Kelly’s attorney John M. Touhy told the Sun-Times.

Patrice Jones files $50,000 lawsuit against Kelly, April 2002

Montina Woods sues Kelly, May 2002

Woods was 33 when she sued Kelly for $50,000 and alleged that Kelly had secretly recorded Woods and Kelly having sex at a Chicago music studio. A rep for Kelly told MTV, “This one falls under the category of people just piling on.” Kelly settled with the dancer for an undisclosed amount.

Kelly is indicted for 21 counts of child pornography, June 2002

Kelly was indicted in Chicago and was arrested at his Florida home. “Even though I don’t believe any of these charges are warranted, I’m grateful that I will have a chance to establish the truth about me in a court of law,” Kelly said in a statement. He pleaded not guilty.

Seven charges were dropped due to a technicality in February 2004, MTV reported at the time.

Kelly is acquitted of all 14 child pornography charges, June 2008

Kelly was acquitted after less than a day of deliberations in his child pornography trial. The Grammy Award-winning singer had faced 15 years in prison if convicted.

The month-long trial centered on whether Kelly was the man who appeared on a sexually graphic videotape at the heart of the case, and whether a female who also appeared on it was underage.

Kelly and the alleged victim each denied they were the ones on the tape, and neither of them testified. Some witnesses identified the alleged victim as the woman on the tape, while others did not.

‘Cult’ accusations, 2017

Kelly was accused of holding multiple women of legal age in a “cult,” according to allegations detailed by BuzzFeed.
BuzzFeed cited three women who it said were once in the singer’s “inner circle.” The women claimed that Kelly houses six women at his Chicago and Atlanta properties and “controls every aspect of their lives” like food, clothing, and sexual activity, according to the report.

“You have to ask for food,” Kelly’s former assistant Cheryl Mack told BuzzFeed. “You have to ask to go use the bathroom. … [Kelly] is a master at mind control. … He is a puppet master.”



“Mr. Kelly unequivocally denies such allegations and will work diligently and forcibly to pursue his accusers and clear his name,” his attorney Linda Mensch told Page Six.

Uganda, Tanzania sign off Hoima -Tanga oil pipeline construction

Kampala. President Museveni and his Tanzanian counterpart John Pombe Magufuli have signed the East African Crude Oil Pipeline Agreement (EACOP), which now paves way for construction of the proposed crude oil export pipeline from Hoima, in mid western Uganda to Tanzania’s Indian Ocean port of Tanga.
The agreement, signed on Sunday almost a year after Uganda under the thrust of Total E&P snubbed Kenya’s Lamu port for the Tanga route, also contains agreed points on the sticking tax issues over which technocrats from Uganda and Tanzania had been split for months, according to sources privy to the pact.
The two countries operate different tax regimes and the major fear was that high construction and operational costs occasioned by an uncoordinated tax policy would render the project uneconomic and spark jitters among international lenders.
Under the signed agreement, Value Added Tax (VAT) should be deemed paid during the three years of the construction phase.
Depreciation should be 5 percent straight line throughout the lifespan of the pipeline and the application of Branch Profit Tax by the two states when the pipeline structure is complete and communicated.



In 2015, Uganda amended the VAT Act 1996 to remove VAT incurred during the investment phase, after protest by the international oil companies.
In Tanzania an investor is required to pay VAT and claim a refund later.
However, this poses risks of foreign exchange rate fluctuation and is subject to bureaucracy. After months of haggling a harmonised position of VAT exemption was adopted.
On depreciation, the two countries opted to use the commonest method of “straight line” against other approaches such as “sum of years digits or double-declining balance.”
The straight line method means that the “scrap value” of the pipeline at end of its lifespan will be subtracted from the value of the original cost to compute a depreciation rate.



The 1,445km pipeline, according to earlier estimates, will cost $3.5b (about Shs12 trillion).

Discussions are ongoing to form a Special Purpose Vehicle (referred to as Pipe Co), to construct, own and operate the pipeline and will also negotiate the Shareholders Agreement, Project Financing Agreements and Transportation Agreement between Shippers of oil from Tanga port to the international market. Pipe Co will pay back the (international) lenders from the project returns.
Therefore, pending formation of Pipe Co, the agreement the two presidents have signed holds that Branch tax (on repatriation of profits) cannot be applied.
Pipe Co shareholders will fund the pipeline through a mix of equity and project financing, seeking to achieve between 60 percent and 70 percent of external debt.
However, the financing plan is still subject to discussions pending engagement of a “transactionary adviser” and completion of the Front-End Engineering Design (Feed) for the pipeline. The process is ongoing.

Early in January a contract for FEED was awarded to the Houston-based Gulf Interstate Engineering to study technical requirements that will give a clear picture of the project and lead to Final Investment Decision (FID) before end of the year. FID will lead engineering, procurement and construction, which are expected to start next year.
According to the Uganda-Tanzania agreement, the two presidents also directed their respective Attorney Generals to urgently finalise an Inter-Government Agreement (IGA) to operationalise the terms agreed upon and harmonise laws of the two countries that will apply to the project.
The heads of state also directed the IGA to be signed by Energy ministers, Irene Muloni for Uganda and Prof Sospeter Muhungo of Tanzania, not later than next week.
The IGA will be followed by the Host Government Agreements (HGA) that defines the rights and obligations between each State on the project, and will be ratified by the respective parliaments.

“A date for the two heads of state to lay a foundation stone either at Hoima or Tanga should be arranged as soon as possible,” the agreement reads in part.
At the signing ceremony at State House in Dar-es-Salaam, President Museveni was flanked by Energy minister Irene Muloni and the PS Stephen Isabalija, Deputy Attorney General Mwesigwa Rukutana, acting director of Petroleum Directorate Robert Kasande and Dr Josephine Wapakhabulo, executive director of Uganda National Oil Company (Unoc).

The Tanga route, according to feasibility studies, was deemed the cheapest for Uganda to transport its oil from the production point in Hoima to the international market.
It has convenient flat terrain, not interrupted by other activities, has lowest environmental challenges, and provides the shortest schedule for Uganda to seeing the first oil export - earliest mid 2020.
Besides Tanzania’s convenient land tenure system of no freehold ownership, President Museveni said at the signing that the choice of the Tanga route was premised on the country’s political stability.
“This oil pipeline shows the importance of integrated decision-making. The Chinese have been able to move and become the second biggest economy in the world,” Mr Museveni noted.
President Magufuli commended Uganda for choosing the Tanga route for the pipeline, which he said will not only create employment but also be a source of revenue for both countries.

Construction

Construction of the pipeline, expected to commence early 2018, is projected to take 36 months with prospect of between 6, 000 and 10, 000 jobs created. Uganda’s current oil reserves stand at 6.5 billion barrels with 1.7 billion recoverable from the ground.

And now that the Queen has handpicked her next equerry, one of the most important roles in the royal household, he's likely to be the one by her side.

The newly appointed Mayor Nana Kofi Twumasi-Ankrah's role will include attending to the Queen in public, assisting her during official engagements and welcoming high-profile guests to royal residences.



He's expected to begin the role later in the year, with the timing meaning that he's tipped to become the most visible man by the Queen's side during her public appearances.

Twumasi-Ankrah, who is known as TA to his friends, is thought to be the first black equerry appointed by the royal family.

The Afghanistan war veteran was born in Ghana and moved to the UK in 1982. He studied at Queen Mary University of London and the Royal Military Academy Sandhurst before joining the Blues and Royals. He then became the first black British Army officer to be commissioned into the Household Cavalry.



If you think he looks familiar, you may recognise the dad-of-two from his key role in Prince William and Kate Middleton's wedding in 2011 where he acted as escort commander. He also commanded the Blues and Royals taking part in the trooping the colour in the same year.

Buckingham Palace announced that Prince Philip would step down from public duties in May.

The 95-year-old will carry out previously arranged engagements but will not take on any others.

In a statement, the Palace said it was the Duke of Edinburgh's decision, taken with the support of the Queen.

The Duke is Patron, President or a member of over 780 organisations, with which he will continue to be associated.

He has slowly cut back the number of public engagements he has carried out since 2010.

Dr Mrwebi said: 'We can confirm this not a hoax photo but that the severely deformed lamb was born by a sheep in Lady Frere this week which at a glance resembles a human form.

'It is not however human but a deformed stillborn lamb sired by a sheep and was subsequently infected by a Rift Valley Fever at an early stage of its pregnancy.

'It is worth noting that a sheep has 28 pairs of chromosomes while humans have 23 pairs which is important in dispelling the myth that a union of a sheep ovum and a human sperm can lead to a development of a viable life form.

'The deformed lamb exhibits signs that are consistent with an early foetal development that went wrong as a result of a viral infection and nothing more' he said.

Dr Mrwebi said that the gestation period for a sheep is five months, and that meant that the particular sheep was conceived in late December 2016 or early January 2017.

He said it was a time of plentiful rainfall which brings with it many mosquitoes and midges which are carriers of viruses that cause the Rift Valley Fever in sheep.

Dr Mrwebi concluded: 'It is fair to assume, therefore, that the sheep was infected by the RVF virus.

'The resultant circulation of the virus in the blood found its way through the maternal blood into the uterus and the foetus, which was at a very critical stage of development.

'The infected foetus then, as a result, failed to form properly, leading to the deformity that it became. It does look like a human form but it is not part human at all' he said.

The department's veterinary officials is conducting a post-mortem and its results will be communicated to the public who are fearful in the remote area that witchcraft is at play.



A villager was quoted as saying: 'The elders when they saw it said it was sent by the devil and was born after a coupling between a man and a sheep and then there was panic.

'Many people are afraid and will not be happy until it is burned' he said.

An elderly man from Salta in Argentina claims that he’s the infamous German dictator Adolf Hitler and that he spent the last 70 years in hiding.

In an interview with the ultra-conservative newspaper El Patriota, the naturalized German immigrant explains that he arrived in the country in 1945 with a passport identifying him Herman Guntherberg.

He claims that his passport was a fake one produced by the Gestapo near the end of the war and that he’s actually the former Nazi leader, Adolf Hitler.

He says he’s decided to come out of hiding after the Israeli secret services officially abandoned their policy of pursuing former Nazi war criminals last year.

“I’ve been blamed for a lot of crimes that I’ve never committed. Because of that, I’ve had to spend more than half of my life hiding from Jews, so I’ve had my punishment already.”

The elderly man claims he’s preparing to publish his autobiography in order the restore his public image.

“I’ve been depicted as a bad guy only because we lost the war. When people read my side of the story, it will change the way the perceive me.”

He says his book will be written under the name Adolf Hitler and should be available in September.

Many people, including his wife of 55 years, Angela Martinez, believe that Herman Guntherberg isn’t really Adolf Hitler, but is simply suffering from dementia.

Ms. Martinez claims her husband never spoke about Hitler until approximately two years ago when he began showing signs of Alzheimer’s disease.

“Sometimes, he would forget who I was and where he was. He looked like he was in trance, and he would start talking about Jews and demons. Then he’d come back to normal.”



She believes her husband may possibly have been a Nazi and that he may feel guilty about his past, but she’s convinced he’s not Hitler.

Mr. Gunterberg’s wife claims he’s not Adolf Hitler, only a senile old man who is beginning to lose his mind.

Even if the elderly man’s claim seem rather questionable, they have sparked an animated debate in Israel and in the American Jewish community concerning the future of surviving Nazi war criminals.

Mossad had proved its ambition and global reach in the past with the capture of Nazi war criminal Adolf Eichmann in 1960 in Argentina, but it has abandoned this mission over recent years.

The Wiesenthal Center, which is still trying to find and prosecute Nazi criminals, has publicly criticized Israel in March, saying the Jewish state was ‘barely cooperating’ to its mission.

More than 70 years after the end of World War 2, few states and institutions are still trying to find and prosecute the surviving Nazis and most of them will certainly die without ever being punished for their crimes.
